    Procurement Manager - Maternity Cover

    About the Role :

    Are you a Procurement professional, immediately available to cover a 12 month maternity backfill working with a team that provides operational and advisory support to meet humanitarian needs and restore stability in sudden-onset disasters, protracted crises and complex emergencies. The role will be responsible for planning, negotiating, selecting and controlling the effective procurement of goods and services. The role will be responsible for matrix management of staff and deputizing for Supply Chain Capability and Analysis team

    Project Overview :The Humanitarian and Stabilisation Operations Team (HSOT) is contracted by Palladium to deliver the Humanitarian Emergency Response Operations and Stabilisation Programme (HEROS), working with FCDO’s Humanitarian Response Department (HCRD) and the Migration and Conflict Directorate (MCD), as well as multiple UK Government teams and partners in 130 countries.

    Primary Duties And Responsibilities
    Maintenance of supply chain supporting mechanism: Commercial

    Co-ordinate all procurement activity undertaken on behalf of the Supply Chain by core and surge staff within the UK and overseas during responses ensuring legal compliance and current Palladium policies, guidance & SOPs and international best practice. This will include planning appropriate resourcing across the team, delegating tasks accordingly, and supporting their completion.

    • Produce specifications, tender documents, evaluation criteria & evaluation reports, framework agreements, purchase orders for goods and services and correspondence with suppliers as necessary for the Supply Chain team.
    • Implement and improve goods inspection, product testing, CSR and due diligence regimes for all procurement activity undertaken by core and surge staff within the UK and overseas during responses, including compliant rapid procurement during responses.
    • Sourcing and market research of potential bidders and products relevant to the team including potential innovations to goods, services & processes.
    • Review and assess suppliers in accordance with the HSOT Due Diligence guidelines and FCDO’s Supplier Code of Conduct.
    • Organise inspection and freight services as relevant and manage the evaluation of inspections reports, goods received notices and other relevant documents.
    • Develop good working relationships with commodity suppliers, to facilitate a good response from them in tenders and emergencies.
    • Provide strategic oversight of key supplier management roles within the team.

    Performance analysis and monitoring for preparedness and response

    • Identify and analyse vulnerabilities and risks in the HEROS supplier networks (e.g. geopolitical, climate, market disruptions).

    Systems and process development

    • Document Supply Chain workflows and support the design of SOPs and guidance materials

    • Be aware of potential risks to effective and responsible programme management and contribute to mitigation measures according to job role.

    • Contribute to risk assessment activities and suggest improvements. Procurement and sales of medicines and warehousing and transport services for medicines in strict accordance with the EU Good Distribution Practice of medicinal products for human use (GDP) Guidelines

    Other Duties

    • Participate in HEST training and work to mitigate safety and security threats for self and others
    • Undertake any other duties as appropriate to the position, as requested.
    • Fulfil role of Duty Officer on rotation, providing week-long out of hours surveillance of emergencies.
    • Contribute to HEROS contract monthly, quarterly, annual contractual reporting on specialist portfolio, and provide support as requested in support of results-based reporting.
    • Collaborate constructively with colleagues to achieve shared goals and deliver impactful outcomes.
    • Share knowledge and expertise to support team members and contribute to a positive, inclusive team culture.
    • Remain open to feedback and demonstrate adaptability to meet evolving team and project needs
    • Support business Transition and Exit Planning: Play a pivotal role in adapting to system upgrades and organizational changes, ensuring the workforce is aligned with future business needs. Lead on providing data inputs during the transition phase.
    • As appropriate, engage with Palladium EMEA regional team fora and initiatives.
    • This position follows Palladium’s hybrid working policy, requiring a minimum attendance of three days in the office.

    Candidates must have the Right to work in the UK to be eligible for this role. This post is a 12 month maternity cover based in London.

    Required Qualifications

    • Substantial demonstrable experience of working in procurement and/or supply chain within a humanitarian setting is essential.
    • Proven experience of driving improvement with a specific focus on quality management.
    • Outstanding organisational skills in terms of planning, managing information, controlling timelines and meeting deadlines.
    • Strong communication and interpersonal skills, and proven experience of building excellent working relationships, both internally and externally.
    • Proven ability to deal with a varied, demanding, often conflicting and rapidly changing workload.
    • Resourcing, mobilising, activity scheduling and monitoring, milestone review and adjustment.
    • Strong communication and interpersonal skills, and proven experience of building strong working relationships.
    • Common sense and professional work ethic.
